AUSTIN (KXAN) — Central Texans are in for a treat Oct. 14 as the region bears witness to an annular eclipse, the first of two eclipses poised to pass over the Central Texas region within the next seven months.An annular eclipse happens when the moon passes over the sun but leaves a ring of fire visible around its edges. Austin isn't in the path of totality for this annular eclipse, but approximately 88% of light will be blocked out by it. A planned test this week of the nationwide Emergency Alert System has led to claims that people’s cellphones will be used to activate nanoparticles introduced into people’s bodies.The Federal Emergency Management Agency will conduct the test at approximately 1:20 p.m. on Wednesday. One test signal will be sent to radios and televisions using the same familiar audio tone in use since the 1960s, while a test of the newer Wireless Emergency Alerts system will be directed to consumer cellphones.“When a tornado is coming, you need to know your warning system works; you don’t have time for troubleshooting,” John Dooley, with the Minnesota Department of Public Safety, said in a test announcement. “This annual test gives us confidence in our technology.”Some social media users, however, have been imploring followers to shut off their cellphones on the day of the test because they believe it’s part of a broader conspiracy to exert control over the population.One popular vid...One strike down, Glens Falls film festival still on hold

HYDE PARK, N.Y. (NEWS10) -- A Hyde Park man was arrested following an investigation into drug sales in and around Kingston. Bruce M. Gilmore, 30, was charged with five counts of criminal sale of a controlled substance in the third degree and five counts of criminal possession of a controlled substance in the third degree. SHAWANGUNK, N.Y. (NEWS10) -- A man from North Bergen, New Jersey was arrested in Shawangunk following an arson investigation, according to police. Justin Kabezian, 28, is facing multiple charges. On June 17, the Ulster County Sheriff's Office and the Ulster County Fire Investigations Unit responded to a residence in Shawangunk following the report of a vehicle fire. Through forensic examination, police determined that the car was intentionally set on fire. The investigation conducted by police revealed that Kabezian had traveled from North Bergen to Shawangunk and allegedly set the vehicle on fire. Detectives were granted a warrant for Kabezian's arrest, and he was taken into custody after being located and arrested by North Bergen Police. FARMINGTON, Mo. – The Missouri State Highway Patrol’s Division of Drug and Crime Control arrested two St. Francois County men last week as part of an investigation into the spread of child pornography.Members of the State Technical Assistance Team and the Farmington Police Department arrested Stephen Watters, 38, and Brandel Akers, 50, at Watters’ home in Farmington on Sept. 28.Investigators obtained a search warrant for Watters’ home after receiving a tip from a social media site, claiming their site was used for transmitting illicit material.Law enforcement claims Watters confessed to using his computer to search for and download child porn. He also admitted sending the images to Akers via social media.The St. Francois County Prosecuting Attorney’s Office charged Watters with three counts of possession of child pornography and three counts of promoting child pornography. A Colorado man illegally shot and killed a sow bear and her two cubs and dumped the animals’ bodies on state land, wildlife officials alleged Monday.Colorado Parks and Wildlife officers arrested Paul Stromberg, 52, on Saturday at a house near Howard on suspicion of killing the animals.The bodies of the three black bears were dumped on state trust land southeast of Salida, the agency said in a news release.
