THE HAGUE (AP) — The Netherlands and Canada jointly filed a complaint against Syria on Monday before the United Nations’ highest judicial body, alleging the regime of Bashar Assad has tortured thousands of civilians, in violation of a U.N. convention. The pair say Syria has “committed countless violations of international law” and want the International Court of Justice to issue provisional measures ordering Damascus to halt an alleged widespread torture program against anyone opposed to the government during the country’s long-running civil war.The Dutch first announced three years ago a plan to hold Syria accountable for what it called “horrific crimes,” asking Assad’s government via diplomatic note to enter into negotiations under the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. Canada joined the process in 2021. The 1984 treaty requires parties to enter into mediation before bringing the dispute to The Hague-based court...Supreme Court won’t review North Carolina’s decision to nix license plates with Confederate flag

WASHINGTON (AP) — The Supreme Court said Monday it won’t review North Carolina’s decision to stop issuing specialty license plates with the Confederate flag.As is typical, the court did not comment in declining to hear the case, which challenged the state’s decision. The dispute was one of many the court said Monday it would not hear. It was similar to a case originating in Texas that the court heard in 2015, when it ruled the license plates are state property. The current dispute stems from North Carolina’s 2021 decision to stop issuing specialty license plates bearing the insignia of the North Carolina chapter of the Sons of Confederate Veterans. The chapter sued, claiming that the state’s decision violated state and federal law. A lower court dismissed the case, and a federal appeals court agreed with that decision.North Carolina offers three standard license plates and more than 200 specialty plates. Civic clubs including the Sons of Confederate Vete...Celebrity birthdays for the week of June 18-24

AUSTIN (KXAN) — As the summer starts off with a heatwave, public pools are popular places to cool down.Starting on Monday, all 32 operational pools opened for the season in the City of Austin. This marks the first time since 2019 that the city has opened all its public pools.According to the Austin Parks and Recreation Department, there are 712 lifeguards staffed while many more are in training.“We're really hoping to have around 850 lifeguards this summer,” City of Austin aquatic supervisor Aaron Levine said. “We have training classes going on each week.”Last summer, less than half of the city’s pools opened at the beginning of June because of a lifeguard shortage. This year, PARD has seen a significant surge in applications. During the month of May, the department received 35% of their total applications for the entire year.Levine said much of this can be credited to the city’s summer employee bonus program, aimed at attracting applicants for various part-time positions. PHILADELPHIA — Drivers began longer commutes Monday after an elevated section of Interstate 95 collapsed in Philadelphia a day earlier following damage caused by a tanker truck carrying flammable cargo catching fire.Sunday’s fire closed a heavily traveled segment of the East Coast’s main north-south highway indefinitely. Newscasts warned of traffic nightmares and gave advice on detours, urging drivers to take more time to travel.“This is really going to have a ripple effect throughout the region,” AAA spokesperson Jana Tidwell said Monday. She advised people to avoid peak travel times.Tidwell also anticipated that drivers will incur additional costs — “more gasoline, more wear and tear on their cars, additional tolls, in terms of leaving Pennsylvania into New Jersey and then back into Pennsylvania.”The Southeastern Pennsylvania Transportation Authority said it was operating three extra morning and late afternoon trains on its Trenton, New Jersey, line, and adding capacity to regular...Broadview Federal Credit Union debit cards experiencing trouble
