PHILADELPHIA — A group of women who accused Bill Cosby of sexual assault and were dismayed when he had his conviction overturned and left prison are trying again to seek justice in the courts, by urging states to give them more time to pursue civil damages.More than a dozen women have sued the actor and comedian since his June 2021 release, including nine who brought cases Wednesday in Nevada, weeks after successfully lobbying to eliminate the statute of limitations for adult survivors in the state. They join advocates who battled the Catholic Church, the Boy Scouts and other institutions in the debate over how long adult victims should have to file suit. That debate has intensified in the years since the #MeToo movement exploded onto the national scene, as some states extend deadlines for lawsuits, eliminate them altogether or enact so-called lookback laws establishing windows of a year or two to sue.Nevada dropped its statute of limitations on May 31. LAS VEGAS — A public process started Thursday to reshape the way Colorado River water is distributed, with federal officials promising to collect comments about updating and enacting rules in 2027 to continue providing hydropower, drinking water and irrigation to farms, cities and tribes in seven Western U.S. states and Mexico. The U.S. Interior Department said it will publish in the Federal Register on Friday a call for replacing guidelines that expire in 2026, including pacts enacted in 2007 for states to share cutbacks in water drawn from a river diminished by drought and climate change, as well as operating plans for the key Lake Powell and Lake Mead reservoirs. An agreement between the United States and Mexico on use of Colorado River water also is set to expire at that time. The department’s U.S. Bureau of Reclamation promised a “robust and transparent public process” beginning with online virtual public meetings July 17, July 18 and July 24. Colorado’s gaming regulators on Thursday did not approve a plan that would open the state to a new form of sports betting that’s been described as a stock exchange for gamblers. The Colorado Limited Gaming Control Commission voted 3-1 to take no action on proposed rules for exchange wagering, a form of online sports betting that bypasses oddsmakers at traditional sportsbooks and allows gamblers to wager against each other. If the plan had been approved, Colorado would have become the first state to establish specific rules for exchange wagering and would have become just the second state in the nation to host it.However, the majority of the commissioners were concerned that the new rules would create a tax loophole for some who play the exchange. The commissioners agreed to delay a decision and give the Colorado Division of Gaming time to revise its proposal.Richard Nathan, the commission’s chairman, said he worried the possible loophole would go against the state le...Mother moose found dead in Steamboat Springs, young calves brought to wildlife rehabilitation

On Thursday, Colorado Parks and Wildlife discovered a dead mother moose in the Brooklyn neighborhood on the east side of Steamboat Springs. David Rehak Suma, CPW’s district wildlife manager, said the cause of death has not yet been determined. He took one of the moose’s lymph nodes out to send to a lab for chronic wasting disease testing and will continue doing tests on-site to determine the cause. Results from the lab may not come back for around 10 days. “There are no obvious signs of trauma, so no obvious signs that it was hit by a car or killed by somebody,” Rehak Suma said. “How we found it does indicate it found a place to lay down before it died, so probably something internal, but no real clear idea other than that.”The mother moose’s death leaves two young moose calves behind who were captured by CPW and currently are being cared for by a wildlife rehabilitator. But how will I know until the FBI tells us, are they showing us their work?” Grassley said Thursday. And Grassley is not the only Republican questioning the validity of the supposed tapes.House Oversight Chairman James Comer of Kentucky, who is overseeing the GOP investigation into the Biden family business dealings and has been quick to make the alleged bribery scheme a focus of his work, admitted to not knowing whether the tapes were legitimate.“We don’t know if they’re legit or not, but we know that the foreign national claims he ...Latest news
